
Phil is one of the principal consultants who conducted the City of Folsom’s Wi-Fi/WiMAX feasibility study and he continues to consult on the deployment of that system. He has supported Tellus Venture Associates in wireless, satellite and information technology system evaluation and development, including studies for the Cities of Los Angeles and Oakland.

Phil served on frequency coordination and modeling committees for the International Telecommunications Union, on the Advanced Television Systems Committee and on the board of the Satellite Broadcasting and Communications Association.
He is affiliated with the Society of Cable Television Engineers, the Society of Satellite Professionals International and the American Institute of Aeronautics and Astronautics, and holds a B.S. in Mechanical Engineering from the University of Minnesota and an M.B.A. in Finance from the University of Hawaii.
